Sri Lanka Teachers' Sri Lanka Teachers' Service Efficiency Bar Relief Measures
According to the amended Sri Lanka Teachers’ Service Minute published in Extraordinary Gazette No. 2444/21 dated 08 July 2025, an Efficiency Bar Examination system was introduced for teachers.
As a result, officers of the Sri Lanka Teachers’ Service employed in National and Provincial Schools are no longer able to complete their Efficiency Bar requirements through the previously implemented module-based system.
Taking this situation into consideration, the Public Service Commission has decided to grant the following relief measures. This decision was communicated to the Ministry of Education on 07 September 2026.

1 Exemption from the Third Efficiency Bar
Teachers whose promotions to Grade I of the Sri Lanka Teachers’ Service fall within the period from 23 October 2022 to 30 June 2025 will be exempted from the requirement to complete the Third Efficiency Bar.
2 Exemption relating to a previous grade
Officers who were promoted subject to the condition that they must complete the Efficiency Bar applicable to their previous grade before the date of their next promotion will be exempted from the requirement to complete that previous grade’s Efficiency Bar.
3 Promotions falling between 30 June 2025 and the relevant examination date
Officers whose grade promotions fall within the period from 30 June 2025 up to the date on which the relevant Efficiency Bar Examination for their grade is held will be granted promotions without considering whether they have completed the module programme or Efficiency Bar Examination.
