
Principals' Service Salary Revision Circular 2026
The Ministry of Education has officially issued a new circular that fundamentally updates how the initial placement salary is calculated for officers appointed to the Sri Lanka Principals’ Service. This directive serves as a direct amendment to Section 01 (including all its sub-sections) of the previously established Ministry of Education Circular No. 03/2014.
Following Cabinet approval granted on May 11, 2026, these new measures are designed to standardize salary conversions, rectify historical anomalies, and establish definitive guidelines for managing past overpayments.
Key Implementation Dates & Scope
- Effective Date: The revised salary structures and rules are strictly effective from June 01, 2026.
- Applicability: This applies comprehensively to all officers of the Sri Lanka Principals’ Service whose salaries were originally governed or determined under Circular No. 03/2014.
- No Retroactive Arrears: The circular explicitly states that no back-pay or salary arrears will be paid for any period prior to June 01, 2026.
Comprehensive Salary Adjustment & Step-Placement Rules
When transitioning an officer’s starting salary to the new scale, the administration must follow four strict scenarios based on the officer’s final received salary at the time of their appointment:

Mandatory Recovery of Overpayments
The circular introduces strict financial recovery clauses for any officer who previously received excess salary distributions calculated under Section 05 of Chapter VII (Volume I) of the Establishments Code. Any such overpayments accumulated up to June 01, 2026, must be systematically paid back under the following guidelines:
- Installment Plan: The total overpayment amount will be clawed back in 60 equal monthly installments.
- Retirement Clause: If a service officer is scheduled to retire before the 60-month recovery window concludes, the entire remaining balance must be completely settled and deducted prior to their official date of retirement.
Administrative Continuity
Important Note: This 2026 directive is a targeted amendment. It only overwrites Section 01 of the older Ministry of Education Circular No. 03/2014. All other sections, rules, terms, and provisions detailed within Circular No. 03/2014 remain entirely unaltered, legally binding, and fully effective.
