footwear gift voucher programme 2027
The Ministry of Education, Higher Education and Vocational Education has announced the implementation of the Gift Voucher Programme to Provide a Pair of Footwear for selected school students, lay students and clergy students in Pirivenas and Seela Mathas for 2027.
The programme aims to promote equal educational opportunities and encourage students to complete 13 years of guaranteed education.

Information Required for Registration
- Business Registration Certificate.
- Bank account details of the registered business or business owner.
- Telephone number used to operate the application.
- Additional information requested through the application.
How to Register
- Open the Google Play Store on an Android smartphone.
- Search for Thilinapath.
- Download and install the official application.
- Enter the requested business registration and bank account details.
- Complete the registration payment of Rs. 2,000 through the app.
- Follow the application instructions to confirm registration.
Important Instructions for Registered Dealers
- Registered dealers are entitled to download a computer application to process footwear vouchers.
- Footwear can be sold against gift vouchers only through the designated application by scanning the QR code printed on the voucher.
- Dealers must have a smartphone capable of scanning QR codes.
- The shop owner must verify the validity of the voucher presented by the customer.
- Additional instructions will be communicated to registered suppliers by the Ministry.
- The value of accepted footwear gift vouchers will be transferred directly to the registered bank account every two weeks.
Gift Voucher Validity10 November 2026 to 20 December 2026.
Any extension will be officially announced.
Important: Payments will not be made under any circumstances for gift vouchers that have not been scanned through the designated system.
